It's a browser problem.
Free shipping is normally applied in Chrome.

The browser I was purchasing is Exploration 11 (Ver.11.0.9600.18816). I guess there is a problem with compatibility.
Originally, this problem occurs because the browser manufacturers are different and the support status is different for each version. (Especially Explo...)
